The inspection covers the fixed installation: what is wired into the building rather than plugged into it. Some of it is examined, some of it is measured, and some of it is sampled.

What an electrical safety inspection tests
- Continuity of protective conductors, so earthing is proven rather than assumed
- Insulation resistance, which is where deteriorating cable shows up
- Polarity, so live and neutral are where they should be
- Earth fault loop impedance, which decides whether a fault will disconnect fast enough
- RCD operation, tested rather than pressed
Why sampling, and not everything
Removing every accessory in a property would take days and risk damaging fittings that are perfectly sound. The inspector samples a proportion, records how many and which, and notes anything that changed their approach.
A report should tell you what the sample was. That is part of the extent of the inspection, and it is one of the things separating a real report from a quick look at the board.
Why the power goes off
Several of the tests require the circuit to be dead, so the supply is isolated circuit by circuit through the visit. The property loses power intermittently rather than all at once.
In tenanted property this is worth arranging in advance. Access and power are the two things that most often force a second visit.
Limitations are a feature, not a failure
Parts of an installation cannot be seen without taking the building apart. Concealed cable, buried joints, anything behind a fitted kitchen. A report records what could not be inspected and why.
In older or occupied property there is nearly always something. A report on a Victorian terrace with no limitations recorded is the one worth questioning.

The verdict is the least useful part. What matters is the schedule of test results behind it, the coded observations, and an honest record of anything the inspection could not reach.
A ticked box and nothing else is a verdict with no working shown. Worth knowing before you accept one, whoever arranged it.

An EICR is only as good as the person signing it. Every inspection here is carried out to these standards, and each one is checked against the issuing body's own register rather than taken on trust.
Qualified to inspect, not just to install
Inspecting an existing installation is a separate qualification from wiring a new one. A good installer is not automatically the right person to sign a report.
Registered with a competent person scheme
Checked on the scheme's own public register, not a badge on a website.
Public liability insurance, in date
We check the certificate and the expiry date, not just that one exists. A lapsed policy is the most common reason to turn someone away.
You get the test results
Not just a pass or fail. The report lists each circuit and the readings taken, which is the part worth checking.
Working to the current standard
BS 7671 as amended in 2026. That amendment changed which findings make a report unsatisfactory, and not everyone has caught up.

What is checked questions
Will the electrician need to get into every room?
They need access to the consumer unit and to a sample of accessories, which in practice usually means most rooms. In an HMO or a tenanted house this is the part worth planning.
Do sockets get taken off the wall?
Some of them. Which ones and how many is a judgement the inspector records along with the extent of the inspection.
Is furniture moved?
Only what is reasonable to reach an accessory. Anything that could not be reached is recorded as a limitation rather than guessed at.
